Neither Free to Air nor Free to View can be considered as Pay TV. Pay TV is a television service that is paid for such as Pay per View (PPV). These PPV broadcasts are encrypted which means they are not FTA. In North America there are many competing satellite companies. When satellite TV first came around, these different companies would use the Ku-Band Satellites to broadcast.
